BASIC FUNCTIONS OF THE POSITION:

The USAID Development Assistance Specialist (Health) is crucial to USAID’s on-going and future development program success. S/he provides strategic and technical leadership and management oversight to 90 percent of the USAID/Guinea mission’s development portfolio— the health portfolio. S/he supervises three to five professional-level technical and/or administrative staff engaged in managing the USAID/Guinea health portfolio which focuses on improving the quality and governance of maternal and child health (MCH), family planning and reproductive health (FP/RH), and malaria services delivered at facilities and within communities; and strengthens the host country’s ability to detect, prevent, and respond to infectious disease outbreaks to enhance global health security. As second to the Health Office Director, the Deputy Director is responsible for providing strategic, technical, and administrative direction and support for all areas of the portfolio in strategic planning, project design, management, and results monitoring, as well as direct supervision, hiring, and evaluation of staff. In the absence of the Health Office Director, the Deputy Health Office Director assumes full responsibility for these tasks.

The USAID Development Assistance Specialist (Health) develops and maintains comprehensive knowledge of persistent and emerging health sector issues and the broader development context within Guinea. The Deputy Director establishes and maintains professional working relationships with senior Government of Guinea (GOG) officials, key implementing partners, and development partners. The incumbent serves as principal advisor for all technical areas covered in the Health Office portfolio, namely: malaria, health systems strengthening, maternal and child health, family planning/ reproductive health, and health supply chain management, health governance and health financing, and global health security.

The USAID Development Assistance Specialist (Health) ensures that the strategies developed are in conformity with USAID rules and regulations and are consistent with Government of Guinea strategies, policies, and operating principles. S/he ensures that USAID’s health portfolio interventions are internally well-coordinated and externally coordinated with those of other development partners. As the driving force behind development programming in Guinea, s/he ensures that health activities are also well-coordinated with other USAID/Guinea supported sectors such as democracy and governance, economic growth, and agriculture interventions. S/he actively develops relationships between the different health sub-sectors and other development areas (economic, political, and social).

The USAID Development Assistance Specialist (Health) represents USAID/Guinea internationally and domestically in technical and policy matters to the relevant host-country entities (e.g. relevant line ministries); other bi- and multilateral donors and technical assistance agencies to the host government; the private sector; and other USG entities. S/he serves as a member of the USAID/Guinea Senior Management Team, providing programmatic, strategic and management input to further mission operational objectives. S/he provides advice and feedback to the USAID/Global Health Bureau various offices regarding ongoing and new innovations and initiatives in Guinea and provides technical assistance that reflects the state-of-the-art in international public health consistent with USAID policies.

Education:  A minimum of a master’s degree in public health, international public health, international development, business administration, or a similar discipline. Relevant course work in two or more of the following topical areas: maternal and child health, family planning/reproductive health, infectious disease surveillance and prevention, social and behavior change, health systems governance and financing or related areas of study is required.

Work experience:  A minimum of seven years of progressively responsible experience managing regional- and national-level public health programs in low/ medium income countries is required.

 Language Proficiency: Level 4 (advanced professional proficiency) English and French, both oral and written, is required. This will be evaluated during the interview and through the written submissions.
