Water Global Practice in West and Central Africa
The
Water Practice within the West and Central Africa Region (i.e. the hiring unit)
is led by the Water Practice Manager who reports to the AFR-West SD Regional
Director. The Practice comprises about 35 water professionals, with an active
portfolio of over $3.3 Billion and 21 investment projects as well as several
Advisory Services and Analytics (ASAs). The water unit is responsible for
ensuring the translation of the World Bank’s Africa Regional Strategy and the
Water Global Practice’s Water Security Strategy into practical results relevant
to the countries of West and Central Africa.
Guinea
is one of the countries within the hiring unit and currently includes two
active projects. The first is the Urban Water Project, a $30 million IDA
operation that has been under implementation since 2017. Its objective is to
increase access to improved water services in the Greater Conakry area and
improve the operational efficiency of the urban water utility, Société des Eaux
de Guinée (SEG). The second operation is a regional project, the River Basin
Climate Change Resilience Development Project (PGIRE), which includes countries
that are part of the Office de la Mise en Valeur de la Fleuve Senegal (OMVS). In
order to support the implementation of its water operations in Guinea, the
hiring unit is seeking to hire a Water Sector Specialist to be based in Conakry
with the duties and profile described below.
Duties and Responsibilities
The
role of the Water Sector Specialist (Extended Term Consultant/ ETC) will be to
support the World Bank Task Teams in the implementation of current and future
water programs in Guinea. The ETC is expected to provide on-the-ground support
to the Task Teams by engaging with government and other counterparts to ensure
that Bank operations are delivered smoothly. In addition, the ETC may be
requested to support other World Bank activities in Guinea that are relevant to
the achievement of water sector goals.
The
candidate will be expected to work independently on complex projects and issues
with guidance from senior colleagues, including the Task Team Leaders (TTLs).
The successful candidate will report to the SAWW1 Water Practice Manager.
His/her specific duties are described below.

Liaise frequently with the project implementation units (PIUs) for the Guinea
Urban Water Project to ensure that agreed upon action plans and ongoing
activities are undertaken according to Bank policies and good practices. This
role entails establishing good working relations with the PIU Coordinator and
the rest of the PIU team, meeting with them regularly and monitoring their
activities.

Engaging with the Ministère de l’Energie, de l’Hydraulique et des Hydrocarbures
(MEHH), SEG and the Direction de l’Aménagement de la Territoire et de
l’Urbanisme (DATU) – the department responsible for sanitation – which are the
main implementation entities under the Urban Water Project. The ETC is expected
to ensure that the implementing entities have the necessary support from the
PIU and the Task Team and that they implement their part of the project
activities. This role entails establishing good relations with key managerial
and technical staff of both MEHH, SEG and DATU.

The ETC is expected to participate in the identification, preparation,
appraisal, and negotiations of a new water project in Guinea. As part of
project preparation, contribute to the design of specific project’s components,
defining project implementation arrangements, providing inputs to project
documentation and processing; and monitoring fulfillment of effectiveness
conditions – all in close collaboration with the Task Team and the TTLs.

Conduct or participate in World Bank implementation support missions with the
rest of the Task Team by: preparing the agenda with the PIU and the
implementing authorities; liaising with the Bank’s Country Office for necessary
protocols; preparing for any field visits; preparing any inputs to the mission
(presentations, briefing notes etc.) and contributing to the aide memoire.

Participate in ongoing project supervision, including day-to-day monitoring and
follow-up, field supervision, review of technical /procurement documents and
work programs, assessing progress and key project outcomes and indicators through
dashboards, and contributing to supervision documentation.

Contribute to activities related to the implementation of sector reforms. This
involves organizing meetings, engaging in discussions involving sector
institutions (MEHH, SEG, DATU) and ensuring that needed actions are undertaken
by the entities concerned to accelerate the pace of reforms.

Participate in project implementation related meetings such as progress
meetings with the PIU and contribute to documenting the exchanges in a timely
manner.

Monitor any challenges or opportunities that could impact the successful
implementation of the project and communicate them to the TTLs.

Participate in World Bank discussions and coordination efforts with other
development partners in Guinea, including the French Development Agency, the
European Commission and others as relevant. This role entails participating in
meetings, providing inputs to shared interests and other strategic engagement
as advised by the TTLs.

Provide inputs for portfolio reporting, progress reviews, management briefings
and so on. The Consultant will also be expected to participate in relevant unit
meetings and share their perspectives and advice to inform decision-making by
management and TTLs.
Selection
Criteria
*
A Master’s degree in civil or environmental engineering (water related), water
policy, economics or related field.
*
Recognized technical, operational, and/or policy-oriented expertise as
evidenced by working for a utility, government agency, local authority or other
public service provider.
*
At least 8 years of relevant work experience in infrastructure related sectors.
This experience may include work in governments, private companies, consulting
firms, academia, and/or multilateral institutions.
*
Demonstrated knowledge and experience working on some, or ideally all key areas
of focus: utility management; hydrology and water resources management. The
candidate ideally should have demonstrated the ability to work as part of an
operational team in at least three of these areas.
*
A demonstrated understanding of working in West and Central Africa is
important. Experience in Guinea would be an asset.
*
Strong drive for results, taking personal ownership and accountability to meet
deadlines and achieve agreed-upon results. Demonstrated track record as
results-oriented and an excellent team player is important.
*
Fluency in written and spoken French is required. Strong English spoken and
writing skills is a plus.
