II. Organizational Context and Scope

Under the direct supervision the DFID Project officer and the overall supervision of the Chief of Mission, the incumbent will work and oversee reintegration and other related activities in the framework of and in response to the DFID’s business case for the Safety, Support and Solutions programme, which aims at providing safety, support and solutions in the Central Mediterranean Route while improving on the absorptive capacity of the migrant communities as alternative to irregular migrations.

III. Responsibilities and Accountabilities

 

1.      Support the DFID Project Officer in profiling migrants, identifying reintegration opportunities and monitoring the activities in coordination with relevant Units within IOM Guinea.

2.      Support the development of coherent community reintegration strategies and implementation modalities through close collaboration with the GoG representatives at national and local levels, beneficiary communities, and other relevant stakeholders.

3.      Develop operational partnerships with local and International NGOs, CBOs as well as other UN agencies to conduct community reintegration activities.

4.      Maintain the project database for monitoring and evaluation purposes;

5.      Support the organization of logistics for transportation of migrants returning home and Coordinate activities with other IOM units – Finance, IM, Logistics & Procurement, among others.

6.      Provide technical guidance and oversight of compliance to project partners, programme staff and implementing entities and liaise with IOM offices in the region for the transportation and monitoring of reintegration plans;

7.      Participate in the identification of business opportunities for migrants, vocational trainings, and other trainings that may be needed by relevant government officials and other NGOs and provide a database for such opportunities and other opportunities present in the communities of origin.

8.      Develop partnerships with local actors including Government actors, business community, diaspora communities, civil society, UN and I/NGOs partners on return and reintegration activities for migrants and their communities.

9.      Ensure proper documentation and reporting of the reintegration activities projects carried out in, ensuring that all supportive documents for the projects are recorded in the database and draft donor report concerning all project activities.

10.  Undertake duty travels as required providing technical guidance to project staff and implementing partners and compile field monitoring reports highlighting implementation challenges and solutions.

11.  Ensure the integration of cross-cutting issues such as gender, children, and other vulnerable groups in the project are considered in the activities.

12.  Utilize lessons learned from past activities, experiences from other Communes, and beneficiary feedback to revise strategies and action plans accordingly;

13.   Contribute to the resource mobilization efforts, identifying potential new project opportunities and contributing to the preparation of project proposal.

Perform such other duties as may be assigned.

 

IV. Required Qualifications and Experience

Education

ü  Advanced university degree from an accredited academic institution preferably in Political or Social Science, Business Administration, International Relations.

ü  Two years of experience (or three years of experience for candidates with 1st level university degree) in community stabilization, reintegration and capacity building related activities in a developing country and post-crisis context.

Experience

ü  Experience in programme management, preferably in migration and/or other displacement situations;

ü  Experience in project formulation and implementation at national and international levels;

ü  Experience in liaising with governmental authorities, and with other national and international institutions;

ü  Familiarity with the country context is an asset.

V. Languages

Required Advantageous
 

Fluency in French is required.

 

Good knowledge in English is imperative
