II. Organizational Context and Scope
Under the direct supervision of the Programme Manager (PM) and overall supervision of the Chief of Mission (CoM) as well as in close coordination with the relevant programme colleagues of IOM Guinea, the successful candidate will be responsible for the implementation and coordination of Monitoring and Evaluation (M&E) activities of the on-going projects in IOM Guinea.
III. Responsibilities and Accountabilities
 

1.         Monitor and guide implementation of M&E activities according to the programmes’ goals and objectives in close coordination with the relevant colleagues ;

2.         Support thematic heads and Project Manager in compiling periodic donor reports in line with the M&E plans and agreed reporting schedules;

3.         Roll out development of  M&E framework for accurate implementation of M&E tools in each program/projects;

4.         Compile monthly reports, drawing on M&E activities’ outputs where possible, describing the activities, results and challenges of the programme in close coordination with thematic heads and other relevant project staff;

5.         Make sure to receive progress reports from all the NGO partners in a timely manner as per requirements and review them for required donors standard;

6.         Provide technical support and guidance to NGO partners for quality of data collection, consolidation, analysis and  reporting by conducting regular spot visits to the project sites and supervision;

7.         Carry out regular monitoring activities in the project sites and provide timely feedback to the relevant colleagues;

8.         Facilitate regular feedback from beneficiaries and stakeholders on activities and services provided through the organization’s support in close coordination with field colleagues;

9.         Support the Communication Coordinator to document the process and activities of on-going projects such as capturing case stories for donor reports, website and newsletters based on M&E activities in the project sites;

10.     Provide necessary support to organize trainings on M&E activities for partner NGOs;

11.     Provide inputs in  development of the overall M&E system of the programme based on M&E activities;

12.     Carry out and coordinate periodic reviews and evaluations in the project sites;

13.     Prepare necessary reports and disseminate them to relevant stakeholders and highlight necessary follow-up actions as required;

14.     Undertake duty travel related to M&E activities as required;

15.     Perform any other tasks assigned by the supervisors

IV. Required Qualifications and Experience
Education
ü  Master’s degree in Development, Political or Social Sciences or a related field from an accredited academic institution; or

ü  University degree in the above fields with two years of relevant professional experience.

Experience
ü  Five years’ experience in implementation of M&E, reporting and project management;

ü  Advanced knowledge and skills of computer applications of MS Word, Excel, database management, SPSS or other statistical packages;

ü  Good analytical thinking and ability to interpret  relevant project data will be considered an advantage;

ü  Experienced in organizing consultation, workshops, seminar with high level stake holders

ü  Excellent communication, analytical and interpersonal skills;

ü  Strong interpersonal and teamwork skills; courtesy, tact and the ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds;

ü  High degree of judgment and initiative; ability to work with a high degree of independence within assigned areas.

French  – Fluent Fluency in English is an added advantage

The appointment is subject to funding confirmation.
