JOB TITLE: Technical Director
JOB LOCATION: Conakry, Guinea
REPORTS TO: Country Director
PROJECT: United States Agency for International Development (USAID) Global Health Supply Chain Program– Procurement and Supply Management (GHSC-PSM) Guinea

General Summary and Background
Chemonics International seeks a technical director based in Conakry, Guinea, to support the USAID Global Health and Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project.
The Procurement and Supply Management project will be the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. The Guinea office will work under two of the project’s task orders (PMI and Population and Reproductive Health) to provide commodities, supply chain technical assistance, and waste management assistance.

The technical director will report directly to the Country Director and is responsible for assisting the country director with development and implementation of program technical activities, management systems, and supervision of technical staff. S/he will provide oversight of all technical aspects of the project. S/he will manage a team to ensure proper storage, quality assurance, and delivery of health commodities in country, and will oversee short- and long-term technical assistance and implement certain work plan activities directly in collaboration with the technical team and other stakeholders/partners. This position will oversee and supervise the activities of the regional technical advisors and MIS team. The position will also provide oversight and direction for select waste management and unused medical and pharmaceutical waste disposal interventions.

Principal Duties and Responsibilities:
• Provide overall supply chain management technical assistance in support of an integrated supply chain strategy;
• Ensure coordination between malaria, reproductive health, and other programs whose commodities are managed by PCG;
• Serve on donor coordination committees as requested;
• Identify the need for local and international specialized logistics technical assistance,
• Design and coordinate technical assistance strategies, requirements, objectives, and outputs, consistent with work plan;
• Identify and provide for training needed as necessary for public sector and cooperating agency staff to improve forecasting, storage, distribution, and inventory control;
• Support the Country Director in analyzing, identifying and implementing process improvements to reduce costs and decrease delivery time along the supply chain

Forecasting, Quantification, and Procurement
• Provide technical assistance in national forecasting and supply planning of malaria, reproductive health and other essential medicines and medical supplies;
• Provide technical assistance in the preparation of procurement plans for selected malaria, reproductive health and other medicines;
• Coordinate and communicate with Home Office on issues related to the procurement of malaria and family planning and reproductive health commodities;
• Assist PCG, NMCP, LMU, and other applicable MOH counterparts to monitor the national pipeline for malaria, reproductive health and other essential medicines, to identify funding and product gaps, and to mobilize resources necessary to fill those gaps;
• Assist PCG, NMCP, LMU, and other applicable MOH counterparts to coordinate closely with all donor organizations and other stakeholders to ensure rational and timely procurement of USAID-funded commodities;
• Coordinate and communicate with stakeholders and other partners involved in the forecasting, quantification and procurement of USAID-funded commodities.
Storage and Distribution
• Assist PCG, NMCP, LMU, and other applicable MOH counterparts in improving the storage/distribution of USAID-funded commodities;
• Manage relationships and oversee contractual performance of all vendors and warehousing and distribution service providers related to the PSM-supported supply chain.
• Provide oversight and technical guidance required to develop and implement modalities for tracking availability and movement of health commodities across the Guinea supply chain.
• Lead the project’s efforts to support the MoH through PCG implement an integrated distribution of health commodities
• Provide oversight for conducting assessments to understand storage capacity requirements at various levels in the supply chain

Project Planning, Reporting and Communication
• Regularly brief the country director on progress/results achieved in technical workplans, and resolve any challenges faced
• Develop project work plans with the local team and USAID
• Make inputs to project reports at a defined interval or as per request
• Support quality assurance activities and USAID environmental impact reporting
• Support USG data quality audits and site level assessment and support visits
• Prepare the Procurement Planning and Monitoring Report (PPMR) and Procurement Planning and Monitoring Report for malaria (PPMRm) and any other reports as necessary
• Perform any other duties as assigned

Waste Management and Unused Medical and Pharmaceutical Product Waste Disposal

• Ensure waste management personnel operate within work plan objectives and program parameters.
• Ensure waste management activities are incorporated into wider program reporting objectives
• In consultation with Waste Management Specialist and Logistics Specialist, ensure waste management operations are proceeding per plan, budget, and scope.

Qualifications:
• Advanced degree in medicine, public health, supply chain, pharmacy, management or a related field required or the possession of a bachelor’s degree in the same field and an additional five years of work experience beyond the seven required above may be substituted for a graduate degree
• Minimum eight years of experience in public health program management, pharmaceuticals and medical supplies, and/or supply chain management systems
• Demonstrated ability to manage and implement complex USAID, CDC, international, or non-governmental organization (NGO)-funded public health project in a developing country context
• Skilled in leading and managing high-performing teams
• Proven ability to work collaboratively with host-country officials, donors, and other key stakeholders
• Demonstrated leadership, versatility, and integrity
• Fluent written and oral communication skills are required in both English and French
• Required to be a Guinean National/Authorized to work in Guinea

Location of Assignment
The location of assignment is Conakry, Guinea. Intermittent local travel may be required.

Supervision
The technical director will report directly to the country director or his/her designee.
