Key Responsibilities
- Develops and maintains the internal payment services company audit strategy for the business to add value and improve HOPELAND operations;
- Takes an active role in liaising with the Bank of Guinea on behalf of the Company with regard to the license application, support the team if required;
- Preparation of documents that might be requested by the Bank of Guinea and related to the audit internal procedures, policies and etc.;
- Proactively plans, coordinates, and oversees risk-based audits and takes responsibility for the delivery of the audit results;
- Reviews and appraises the soundness, adequacy, and effectiveness of compliance, financial, and operational controls, and promotes effective controls.
- Ascertains the reliability of information systems examined (input, processing, and output) and ensures that all systems examined comply with relevant regulations, accounting principles, internal controls, and established company policies and procedures.
- Evaluates data compiled during audit projects and reviews reports of conditions found.
- Through audit reviews, identifies areas where risk is outside of acceptable levels and makes recommendations to senior management to address concerns. Monitors to ensure approved action plans are implemented.
- Reviews and recommends improvements and initiatives in developing systems that will generate reports of irregularities to management.
- Leads the Internal Audit staff by coaching, developing, training, and managing the job performance of audit team members.
- Assists the Director with preparation status reports for the Board, management, and external auditors;
- Supports and provides input to an annual ongoing risk assessment process;
- Provides regulatory interpretations and applies accounting, auditing, and regulatory requirements in the casino and corporate environments.
- Leads, manages, and/or performs ad hoc reviews for senior management such as those required to discover mechanics of detected fraud to develop controls for fraud prevention;
- Delivers value added consultancy work to the business (such as due diligence work).
What You Bring
- 3 to 5 years of auditing experience; internal audit and/or payment company audit experience preferable;
- Professional accounting certification (CPA, CA) (CPA, CGA) (CPA, CMA) and/or Certified Internal Auditor (CIA) designation and/or relevant local qualifications proved by professional experience;
- Advanced knowledge of financial/managerial control systems, processes, and risk-based internal audit procedures. This includes planning, testing, and sampling methods and an understanding of internal audit requirements;
- Knowledge of payment company/financial company accounting and auditing principles/standards, regulatory requirements and policies;
- Strong knowledge of risk management frameworks;
- Highly self-motivated and able to work independently with minimal supervision;
- Excellent leadership, project management, and time management skills;
- Exceptional written and verbal communication skills both in English and French, including the ability to communicate complex information into plain language, for reports and presentations.

Compliance Officer
POST OBJECTIVE: The Compliance Officer will be responsible for developing, implementing and maintaining anti money laundering (AML) policies, systems, procedures and controls to ensure the Company’s compliance with respect to relevant laws and regulations in order to prevent the possibility of money laundering and terrorist financing.
The Compliance Officer acts as a support mechanism to the Board of Directors by monitoring and reporting suspicious activities to the relevant agency, and is expected to make recommendations to manage the compliance function at the Company.
The Company intends to apply for an Electronic Retailer Payment Service (ERSP) license therefore the Compliance Officer is expected to liaise with the Central Bank on behalf of the Company submitting and preparing the requested documentation to ensure the license grant.
KEY TASKS AND RESPONSIBILITIES
- Evaluate the Company’s Policies and Procedures to ensure compliance with applicable Laws Regulations. Make recommendations for change where applicable;
- Disseminate information, answer question and be a subject-matter Expert for the Central Bank on all Compliance-Related issues;
- Verify all customers Applications to ensure that they comply with Anti-Money Laundering (AML); Counter-Financing of Terrorism (CFT) Regulations and Company’s Policies;
- Review all AML Forms and ensure AML guidelines are followed;
- Ensure all staff and Officers are trained;
- Assist Internal Auditor with their examinations, making available information that is necessary to complete their Audits;
- Performs confidential and operational inquiries, and where necessary escalate findings to the relevant authority;
- Continuously monitors the external legislative and regulatory environment to ensure the Company’s Compliance Programme is kept up-to- date;
- Makes recommendations for the enhancement and improvement of internal controls and system in order to minimize compliance risk;
- Ensures that the Company complies with all regulatory requirements;
- Receive suspicious reports from staff/officers, and if necessary, submits same to the regulatory authority;
- Prepares accurate and timely monthly reports to the Board of Directors or appointed committee, informing of activities of significant concerns, with recommendations being provided as needed;
- Works with internal auditors, external auditors and examiners to ensure the Company responds appropriately to requests made for information;
- Perform other duties related duties to assist with the management of compliance and other risks that could impact the Company’s business.
DESIRABLE KNOWLEDGE, SKILLS, ABILLITIES:
- Knowledge of policies and procedures of financial institutions

Accountant
We are looking for an Accountant to join HOPELAND team and to manage all financial transactions, from fixed payments and variable expenses to bank deposits and budgets includingpreparation of required financial reports to be submitted to the Central Bank as the Company is expected to receive a payment services license.
Accountant responsibilities include auditing financial documents (in cooperation with Internal Auditor) and procedures, reconciling bank statements and calculating tax payments and returns. To be successful in this role, you should have previous experience with bookkeeping and a flair for spotting numerical mistakes. The Accountant is also expected to communicate with the banks on the Company’s behalf.
Ultimately, you will provide us with accurate quantitative information on financial position, liquidity and cash flows of our business, while ensuring we’re compliant with all tax regulations.

About the Opportunity
You will have key responsibility in undertaking a full review and analysis of the current governance and compliance framework as well as review contracts, preparing and submitting filings with the FCA. You will be reporting to the head of the regulatory team in legal in a leading international retailer. You will be the principal point of contact with the FCA and other financial regulatory bodies. In addition, you will play an essential role in updating the legal team on new risks and upcoming issues in relation to financial regulations.
Requirements
A strong financial regulation background is essential, with experience developing compliance procedures, policy and training programmes. Previous in-house experience would be useful although the role will also suit an individual coming directly from private practice.
