II. Organizational Context and Scope

 

IOM places protection at the centre of its humanitarian action[1]. Through its operations in all of the on-going crisis settings involving forced migration, IOM assists and protects migrants, displaced persons and affected communities. The Organization does so through its manifold activities ranging from camp coordination and camp management, to shelter and non-food items distribution, mental health and psychosocial assistance, emergency health assistance, land, property and reparations support and so forth[2]. This includes prevention and response to gender-based violence (GBV) in camp and shelter settlements, prevention and response to child abuse, neglect, exploitation and abuse with specific focus to unaccompanied and separated children, humanitarian evacuations of trapped populations including migrants, protection from sexual exploitation and abuse committed by humanitarians, mental health and psychosocial assistance, civil documentation and prevention of statelessness and so on[3]

Since 2005, IOM Guinea has been the major International organisation working with the Government of Guinea in the fight against the Trafficking in Persons (TIP).  IOM Guinea has been working in close collaboration with the National Committee for the fight against Trafficking (CNLCTPPA) in the development of a legislative framework for the effective investigation and prosecution of cases of TIP. IOM’s constant involvement in the delivery of the National Committee’s programs has made a significant contribution to revitalize its functioning through the development of the current National Action Plan.

Given is highly considered as a departure country with regards to irregular migration and as such has a high tendency of trafficking of persons.  Some few cases of trafficking from Kuwait and Nairobi have been assisted by IOM Guinea.

IOM Guinea aims at supporting the Government of Guinea to combat TIP through reinforcing the capacities of CNLTPPA, which is responsible for the national anti-trafficking policy design and development. IOM aims to strengthen CNLTP capacities to direct and implement public policies to combat human trafficking with special focus on prevention, protection and prosecution activities.

III. Responsibilities and Accountabilities
Under the direct supervision of the Project officer and in close coordination with the Protection Officer, and overall supervision of the Chief of Mission, , the incumbent will:

  1. Regularly participate in inter-agency protection fora (e.g. Protection Cluster, child-protection sub-cluster, gender -based violence sub-cluster, and other relevant task forces, as well as Whole of Guinea protection meetings as required etc.);.
  2. Work in close collaboration with the CNLTPPA in all activities related to the TIP
  3. Communicate and coordinate with relevant IOM units and other country offices, international organizations, government agencies, and other entities to support the processing and implementation of all aspects of resettlement activities, including providing assistance to VoT
  4. Support in developing protection related projects (with specific focus on child protection) and /or integrate protection interventions in other sectors’ projects and ensure all protection inputs and requests are included into flash or common appeals.
  5. Verify that data collection through DTM or other assessment tools integrate IOM’s protection priorities and concerns and support in the analysis and sharing with relevant actors, as per IOM data protection manual and principles.
  6. Support IOM colleagues in facilitating integration of protection mainstreaming and protection principles into IOM crisis response strategies and activities, through trainings roll-out, on-the job training and coaching, supervision and development and sharing of reference material and technical support whenever required, across all IOM operations.

7. Support in building capacities or enhance existing ones among field-based and newly recruited colleagues on IOM protection standards, internal guidelines and practices as well as international protection standards (IOM’s Principles for Humanitarian Action, IASC Protection Policy, Sphere Standards, Child Protection Minimum Standards, ICRC Professional Protection Standards, GBV Standard Operating Procedures; IASC GBV Guidelines; IASC Gender Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; Camp Management Toolkit etc.)

8. Prepare reports covering protection related activities especially related to VoT; prepare briefing, statistical/narrative reports and background notes including specific information requested by IOM, Governments and other entities.

9. Elaborate training modules and facilitate trainings of Government and other officials on issues relating to trafficking.

10. Organise and carry out field visits with Government and other relevant stakeholders and ensure a follow up of cases of VoT in the regions.

11. Perform any other duties as may be assigned.

V. Education and Experience
–       Master degree from an accredited academic institution preferably in Law, Political or Social Sciences, or Social Work;

Or

–       University degree from an accredited academic institution preferably in in Law, Political or Social Sciences, or Social Work, with minimum of two years-experience in the field of migration, IDP and refugee/migrant assistance and protection (including specific experience on Child Protection);

–       Knowledge of the region and/or country an advantage

VI. Languages
Required
  • Fluency in  French is obligatory and English is required.
